Tests the bots ping to Discord.

This command will test the bot latency to both Discord's API along with the current channel.
It does this via sending a message and timing how long it takes to send.
Once complete it will return a report with the milisecond latency it took for the test along with its current latency to Discord's API globally and the shard latency that the guild is currently in.
